Academic Technology Committee Ronald Abate Standardizing Clickers on Campus Reviewed use of clickers. Prior ad hoc committee. Given a great deal of information. Comparisons. Vendor presentations. 2 products Turning Technologies and Clickers. Costs comparable. Corporate offices of Turning Technologies are in Youngstown. Colleges should review who is using. If using, please use this standard product now. No questions. Approved. One opposed. No abstentions. Can use tech fee money already collected from students. VII. Support of a Petition Jeremy Genovese Support of letter from Senate with regard to the immigration ban and additional concerns of the faculty. Students and faculty and others associated with our institutions. Lets go to the side of humanity. 30,000 endorsed petition to support. But is it signed by any other senate bodies? Would it be inappropriate to support something that is legal in nature? No one else has as a body. It seems to be intended to be signed by individuals. The democratic process is important, as is dissent / opinions, but shouldnt counter a judges ruling specifically. Legal versus ethical considerations. It is morally wrong and impacts academics substantively. Motion was approved to support the petition. VIII. Budget and Finance Committee Stephen Duffy FY 2016 budget - Will provide at next meeting. Library underfunded- law students not main library. IS&T not supported well MagnusMart committee hears what is going on. Offer a faculty viewpoint. Not getting warm and comfortable feelings about it. We are stuck with it. Contract out in Dec. but noting to replace it near term. Resource issues. Need more faculty input. Questions? Worst system ever. Not that we dont like technology. Science is particularly impacted. Agree. Need more than 2 faculty committee members. Not ambassadors but an advisory committee. Challenge is that faculty have been asked and the low response rate may be because that they have already stated issues and nothing has changed. Need more conversation before implement new components, e.g., adding travel. Euclid Ave. development corp. nonprofit to enable 91Ʒ to accomplish residential and parking. As they become viable financially they should pay to 91Ʒ for use. So far $400,000 is coming to 91Ʒ. Good information. Board of Trustees amended the agreement motion made. Will go through Steering first. Enrollments vs. budget FY 2017 6000 credit hours below budget. Largest shortfalls is in graduate enrollment. Questions: graduate classes were cancelled before the first week of classes. Need to keep them open longer. They come last minute, especially internationally, and cant register. Peter Meiksins clarified the process of cancelling classes. We need to look at historical enrollment and strike a balance between small classes that are needed versus potential late enrollments. MBA was 700 now down to 500. Significant in 4 year. Now seeing increase. Prevailing sentiment of faculty. Doesnt look good for faculty hires for next year. Always seem to find money for administrators but faculty is another issue. Practice of cancellations. Although it is a policy to review # weeks out, but who triggers it to go to Peter? Need to balance their needs because they will be harmed because they planned to take that class. But minimums are subject to exceptions. But need to look at repeats of those not making minimums. Need data on cancellations / timing. More flexible small classes as overloads or independent studies. Share the memo on policy with all faculty not just chairs, Tax revenue shortfalls in OH. Only 1% increase in subsidy for FY18. Only $40 Million. Not guaranteed to each institution. Compete with others for fixed amount. Potential legislation re: textbooks to reduce costs. To have universities to cover the costs of textbooks. IX. Report of the Faculty Senate President Nigamanth Sridhar Gun legislation conceal carry on college campuses, if the Board of Trustees allows. We as Senate / Steering sent a letter to the board. We stated that we do not approve. No official resolution passed. Did talk about keeping the policy in place, that the status quo stands no conceal carry on campuses. If board does not act, it stays. No stance yet. Happened at Jan 30th meeting. Need overt statements and signage. This would address the feelings of insecurity that exist. When the legislation becomes known we need to reiterate. It is symbolic and important but it is difficult to enforce. But it is a statement. Duplicative programs list provided by the state. We needed to justify and explain if there is low enrollment why it should exist. There is a committee. Will meet more to prepare that report. $300 textbook. Ohio Faculty Council is also discussing. Budget proposal, not through legislative process yet. Still discussing. Proposal is that universities and colleges will not be allowed to charge for textbooks. Will charge a flat fee of up to $300 to cover that cost. Please articulate problems with this policy and the reasons. Cannot just reject this notion as a bad idea with good articulation for legislatures and for the voting public. X. Report of the President of the University Ronald Berkman To clarify- universities were exempt from allowing persons to bring guns into state buildings. The only board action that can be taken is to affirmatively allow or have it apply to campuses. Immigration there are 3 lobbying organizations on behalf of universities. All 3 Headquartered in DC for higher Ed 500 presidents signed a petition all opposing the ban. I signed all 3 statements for all 3 organizations and am on record as opposing the ban. The issue of the budget. The book issue. Nigamanth explained it well. It is a Santa Claus clause. Everyone wants to believe there is still Santa Claus. Will be on a 4 month journey into the political abyss of Columbus. The early reading is that there is significant support for the proposal for the book proposal. They want their voting constituents to see they saved money for their students. If passed at Ohio State it would cost $45 Million to implement. Wright State $13 Million. We are ahead of the game to reduce the costs. We need politicians to understand. Cant just call it ridiculous. We are the first state to include it in the cost of tuition. Sounds like a Platform. SSI will probably decline. Chancellor stated we have received an increase in SSI. But we are still $3 Million short compared to 2008. This challenge is Significant. We have a slight advantage in that we do not have a structural deficit like Akron, BG, Wright State, etc. We are in reasonably good shape. Across the board there will be significant budget concerns. We all will not all get 1%. We can overcome. The 2020 process took $3.7 Million out of the administrative budget and $0 out of the academic budget. We had almost a 20% increase in the faculty hired. Next year academics will also be exempt. Additional cuts will be from administrative side. No one division is going to be able to shoulder the complete responsibility. Nationally higher education is under siege. Coupled with new secretary of education, we face a monumental challenge. We have to find an effective way to tell the story. Promote a civic dialog about this issue. Faculty, students, boards, business all have to be engaged. Meeting with chambers of commerce to devise a strategy. Businesses in Ohio recognize that they cannot survive in a state with one of the lowest baccalaureate attainments in the US. Higher education is the easiest to target in a state. Most vulnerable with regard to constituents. Questions and Answers: Kasich talked about consolidation of institutions. He had lauded higher education in the primary. The Ohio miracle. In post-election we are not talked about in the same way. Too much higher Ed inventory. Too many professors. Too many redundant programs that dont produce jobs for students. This is the piling on. A more affirmative response is required for the Board to address the gun legislation. Need to mobilize a collective voice. All presidents realize that we will not succeed alone. While not one of 3 big lobbying groups AAUP we are all on the same page XI. Report of the Provost and Chief Academic Officer Jianping Zhu Textbook issue we are responding. Provosts state wide group had an update that IUC is mobilizing responses to stop this from becoming law. 1 Need to indicate how difficult this is going to be. Implementation. Aside from budget of $10 Million or more depending on what students need on average $1200 per student vs. only $300 allowance. 2 Need a backup plan that we are not insensitive to issues. eBooks from library, older versions of text, open access textbooks, etc. List of 7/8 things faculty doing, need statewide effort to combat this. Need strong across the board savings to students. For higher enrollment, GEN ED, transfer classes across universities in Ohio, look at quality low cost and all in Ohio use that book. Faculty searches: the 2020 project has reduced admin and transferred it to faculty. Hired 73, but lost 30 faculty. This year, 40 searches in different colleges to fill. Active engage and move as quickly as can. Over 10 years we are down from 500 to 400, but back to 428. Will do everything we can to find ability to increase. Dean searches: Business had 30 candidates and 10 semifinalists doing airport interviews start tomorrow through Friday. Hope for 3-4 finalists. Law has close to 20 candidates and 10 semifinalists M/T of next week. Graduate college had 40 and are down to 8 semifinalists coming on March 9th and 10th. Pools look strong. Duplicated programs: by April 30th we need to report to state 2 lists: all programs duplicated in region with Akron, Kent and Youngstown. Explain which keep with justification. Other list is those that need further study: eliminate, work with others to jointly offer, or keep freestanding. By September 30th report to state the status of those under study. By December 31st provide decisions. Will require board approval. Faculty input along the way. Question and Answers: Maybe put Dean searches at airport or Skype to save? With all that and the search firm, $60,000 per dean position. Need to be careful but this is an important position. Want to be comprehensive. Skype cannot replicate. Criteria for duplicate programs? Just lost Philosophy. Hate to see us have to backtrack and need to add back, for example, STEM. There are some that are part of what it means to be a university. Needs to be attention to reasoning. We have a mission and if ours is in alignment, urban university, etc. we may have priority. Need to be mindful of resources. Dont have faculty to cover. List will be transparent. Impossible to have everyone agree. Hope that there will be at least a majority vote? Risk that we will be pitted against each other to fight for our own niche versus the common good. Need to have a good faith effort to look at the good of the university. Program list is from the state, with both duplications and enrollments. It is brutal. It is in excel. That is the state we are in. No curriculum changes. That will go beyond Dec. 31st, if we decide to do joint, etc. These are recommendations, but the regular process of program changes will still need to go through the regular process. But we will have to tell them the timeline. And faculty will need to have governance. There may be new information too that leads them to allow us to keep a program. Administration hands are also tied to some extent by shared governance. List probably wont be as bad as thought. Podiatry program is on the cut list. Only 5 or 6 that need attention to justify or need further study. Just went through with program prioritization. French program (and others) on list, but the numbers are wrong. Need to correct that.
