Richmond Allyson Robichaud (Philosophy) In the spring of 1999, after a bilious flight from Detroit to Cleveland on a puddle jumper and a few years before the heightening of airport security, I glanced up from the tarmac and saw a tall man standing in front of one of the large airport windows. His shirt pocket bristled with pens and mechanical pencils and I knew straight away this had to be Sam Richmond. He had volunteered to fetch me from the airport as I began the job interview process. I liked him from the moment I met him, but certainly had no idea then how central a role he would play in the early years of my academic career nor how much I would come to enjoy his friendship. Samuel Alec Richmond was born and raised in the Canton area of Ohio and was able to earned his bachelors degree from Kenyon College in 1962. He completed his graduate studies at the University of Michigan in 1969. He was hired by Case Western Reserve University in 1967, but left there for Cleveland State in the fall of 1970. He once told me he made the change because the salary at 91Ʒ was better. I found his contract for that first year in his personnel file and his salary for 1970 - 71 was $11,000. At that time a new car cost about $3500, so apparently this was a decent salary! He served the University in many capacities during his 38 year career. Sam retired in May of 2008. He was one of the founders of First College and its director from 1972 1975 at which time he agreed to chair the Department of Social Services, which is now the School of Social Work; he did this from 1975 1981. He once again directed First college from 1993 96 and he taught in the College until its demise. He was active in the 91Ʒ-AAUP and served as a grievance officer for a number of years. During the time we worked closely together, he was a dependable and hard-working colleague as well as a great ally. I should also mention, he made a wickedly good apple pie with a nut crust. Sam was a philosophers philosopher. I often thought of him as a renaissance man since he was adept in so many of the branches of philosophy; there was almost nothing he didnt teach at one point or another. Some of his research focused on theories of simplicity, including how the rules of simplicity might operate during belief change. He also published a number of articles concerning liberty and justice. Sam never shied away from delving into a new area of philosophical study, including bioethics, which became a major focus for him in the decade we shared together rebuilding the departments bioethics program. One of the things I admired most about Sam is that he met the mark of a virtuous person. Not that he was without flaw but his kindness, generosity and quiet sense of justice always impressed me. While his strength of character benefitted his colleagues and the university as a whole, he also worked a lot of magic in the community. He was involved in the Ohio Single Payer Action Network (SPAM) for many years, trying to move Ohio closer to universal health care coverage with a single payer. He and his wife Vicky Knight, whom he met in the Department of Social Services here at 91Ʒ, were a constant presence at peace marches in public square. They were central to the operation of the Cleveland Food Co-operative, an effort I joined them in, until its close. He and Vicky also took care of many people over the years, making their troubled lives more bearable. All of this I gleaned from the margins of conversations; I never heard him brag nor pressure anyone to join him in his efforts to make the world a better place. He would sweetly invite but never cajole. Sam was diagnosed with cancer almost four years ago and for the past three years, he and Vicky have been living in Massachusetts, helping one of their daughters recover from a long-term illness. That he spent the last few years of his life in service to another is no surprise. He died peacefully, surrounded by family, on February 2, in Massachusetts. Please join me for a moment to think of our dear Sam and a life well lived. II. Approval of the Agenda for the March 7, 2018 Meeting Remove L3 and add BS to L8 amended agenda All in favor III. Working group at the suggestion of President Berkman to consider making and adopting a statement to commit to free speech rights and a principled statement to compliment AAUP statement and more thoroughly discuss free expression and how it is fundamental to a university. Structural solutions work group emailed. To solicit broad faculty input. Serious financial challenges. Having looked at the numbers very carefully revenues dont leave room for doubt that the expenses will exceed the revenues. It is not sustainable. It is also a political statement that translates resources into intuitional purposes. Goals and priorities with price tags attached. Must renew and rebuild the things that we value. In as transparent a way as possible. V. Budget and Finance Committee Brian Ray Oral Report Projections for next year and structural expenditures funded outside of the current budget. FY 18 around $1M shortfall enrollment targets missed in grad (up in undergrad). FY 19 $5.2M shortfall subsidy projections salary negotiations enrollments. Now $7.5M for FY 19 with new committees work. PT faculty, admissions, advancement technology upgrades PeopleSoft extension. Travel fund, NEOMED, consultant, misc. These are expenditures that are recurring but sit outside of the regular budget. Aware of them and manage around them. But need to get them down to $4M to have them be sustainable. $5.2M short term cuts is the task of structural solutions committee. XI. Report of the President of the University Ronald Berkman Good news from Brian, relatively. Thank the financial management team for their work to this point. One of the few universities are sitting with significant deficits. We are not using any university reserves as operating dollars. Has been total transparency of these numbers with the budget committee. Better way to do business and be open. Structural Solutions group is trying to project out 5 years of budget. Usually have done 2-3. Mighty show of the 91Ʒ basketball team in Detroit on buses. Only team that was an AC that ever went to the finals. We had 4X as many students as Wright State. Giving Day $ goal was 1500 donors and $150K; and we had 2500 donors and $269K in one day. Incredible. Athletics raised $187K. 91Ʒ RTA line 685K rides in 2016. Students with passes. 45% more than 2015. News from Columbus. Ohio engaging in change through nomenclature. Governor super agency for education to be appointed by the governor. No chancellor, no Board of Education, no working committeeall managed by one director. When Jeb Bush did something in FL, you need to understand who has the most leverage, is to count the votes of those in higher ed and K-12. But has to be approved by house and senate. No one jumping up and down. K-12 has taken the lead in this roll-up. Approved to offer tuition guarantee program for this incoming freshman class. Includes room and board, but the +6% must stay constant for the 4 years the student is at 91Ʒ. Subsequent classes, can start at 6% base and add average of 5 years of inflation. If a next governor supports higher education and one who increases SSI and give us authority to raise tuition. Enrollment = uncertainty, especially international students. Positive news = over 12000 freshman applications. Need 66% to convert. Expected decreases in graduate can be offset. Downtick on transfer students. XII. Report of the Provost and Chief Academic Officer Jianping Zhu Structural solution group. Why and why now? - No choice to have a systematic way of organization changing demographics Midwest population decline of school age students competition is tight state funding per capita #44 in country. Cost of delivering education is increasing. Is structure most efficient? What working on? BOT charged to look at operations and how organized and potential revenue sources. Priority areas what to invest in for the future. No unit is exempt. Are we using limited resources effectively? Campus units should be involved. Want all units and ides through the recent email and online survey. Focus on expenses we can reduce, reorganizing? New revenue sources? Progress? About a month into the process have made significant progress. Have a 5yr. revenue projection with a realistic view. Also have a 5yr. expense projection. Have a 5yr. budget gap. It is about investing for the future. Priorities for investment with the input from the ad hoc committees from presidential priorities. Long list of ideas. Some short term quick savings for FY19. Other bucket is longer timeline to realize savings. Third is ideas not practical at this point. Are asking reorganizing. E.g., VP for student affairs. Could reduce the number of VPs. One concrete step. Also is the academic institution organized for the best for the students. 10 colleges and 40 department and 30 per department. Decisions may not be easy. Need to ask how they foster interdisciplinary work and help students. Timeline? Phase 1 done Feb. revenue and expenses. And new funds necessary. March is the communication wave. Including working with the student groups etc. April is working with constituencies and go through the ideas. Mid April help to share with campus community. Early May time to interact with faculty staff and students for more input and review and revise. Really a goal of enhancing the learning experience XIII. Open Question Time Not sure where the statement about international students is coming from. Most enrollment and students are not in your committee from Science. GA funds labs, we have discussed and hope to help This working group is not an advocacy group. Who will make recommendations to who? From the committee to the president and his executive committee. Implementation will involve the board and the team. Status of the parking situation? Site visits 2 weeks ago from the vendors who are bidding. They wanted to see facilities, etc. Submitted 250 additional questions. Expectation is there will be a final RFP and offer by vendors by early May. Looked at best practices for org structures? Not formally. Currently VP of student affairs, are looking at other schools. Some have VP some have reporting through academic affairs, and need to review what is best for 91Ʒ. More variation in academics. Will look at what is most efficient, learning, and potential for collaborations. Consultant is helping. Writing a book about the Northeastern turnaround. They were very innovative. XIV.
